What makes Dumaguete City’s Foundation University a uniquely Filipino university?

From a single building, Foundation University has grown into a thriving academic community in Dumaguete City, nurturing the next generation of Filipino leaders, innovators, and changemakers.

In the heart of Dumaguete—where the gentle scent of the sea mingles with the vibrant energy of a renowned “University Town”—stands an institution that feels less like a traditional campus and more like a living laboratory of ideas. For more than seven decades, Foundation University, a non-stock, non-profit private educational institution, has cultivated deep roots within the community while producing generations of Filipinos who have made meaningful contributions as professionals, leaders, entrepreneurs, and innovators.

At the core of the university’s enduring identity is the vision of Dr. Vicente G. Sinco, one of the country’s most respected constitutional law experts and educators. His influence helped shape the nation’s legal and educational foundations. Dr. Sinco served as an adviser to four Philippine presidents—Sergio Osmeña, Elpidio Quirino, Ramon Magsaysay, and Carlos P. Garcia—providing counsel on education, constitutional law, and public policy.

His contributions extended beyond the Philippines. In 1945, he represented the country as a signatory to the United Nations Charter, helping give voice to a newly independent nation on the world stage. He later served as the eighth president of the University of the Philippines from 1958 to 1962, where he introduced the General Education Program and spearheaded revisions to the University Code.

Above all, however, Dr. Sinco was a patriot and educator who held an unwavering belief in the potential of the Filipino people.

Building the Foundation

Rather than pursue a full-time legal career or remain in government service, Dr. Sinco chose a different path: building opportunities for young Filipinos through accessible, high-quality education. His vision was to create a uniquely Filipino institution—one that would unlock the talents of Filipinos and empower them to become movers and shakers not only of the nation, but of the world.

Leading the ribbon-cutting ceremony is Dr. Mira Sinco, a prominent Filipino educator and President Emeritus of Foundation University, during the 17th Digital Expo.

That vision became a reality in 1949 with the establishment of Foundation College in Dumaguete City. Housed in a single building, the institution was born out of Dr. Sinco’s patriotism, strengthened by his experiences during the Second World War and his determination to help rebuild the country through education.

Today, that vision continues under the leadership of University President Victor Vicente “Dean” Sinco, Dr. Sinco’s grandson and the institution’s third-generation leader. He remains committed to expanding access to quality education for Filipinos in the provinces while guiding Foundation University into the digital age.

“After the war, my grandfather believed that Filipinos have the capability of being self-sufficient and able to rebuild when given the opportunity,” Dean Sinco said. “I believe that the opportunity we offer here in the university is in line with what my grandfather would have wanted, but we’re also preparing our students to address the needs of the world.”

What began as a small college offering a handful of practical programs has evolved into a modern institution that embraces technology and innovation across its curriculum.

TEE Project

Positioning itself as Dumaguete City’s “Silicon Grove,” Foundation University aims to become a hub for technological advancement where future innovators, entrepreneurs, and industry leaders are developed. According to Dean Sinco, this direction remains true to the elder Sinco’s educational philosophy—one based in freedom of thought, critical inquiry, self-reflection, and innovation.

Yet while the university continues to modernize, it remains firmly grounded in its founder’s belief that education must also shape character. This philosophy is reflected in the university’s Technology, Environment, and Entrepreneurship (TEE) course, a required elective across all academic programs.

As Dr. Sinco once said, “The improvement of educational standards and the test of sound educational performance inevitably involve the development of discipline and character.” Dr. Sinco often compared private institutions in the provinces to England’s historic “Red Brick” universities, encouraging them to uphold rigorous academic standards regardless of their geographic location. That commitment to excellence remains evident in Foundation University today.

“My grandfather would be proud not only of what the university has become or the immense potential of its students, but also of the mental aptitude of our administration and teaching staff. All of us share the understanding that the work we do is not to gain status or wealth, but to help the Filipino youth as they become active participants in the country’s progress,” Dean Sinco said.

Today, Foundation University offers a comprehensive range of academic programs, from Basic Education to Undergraduate, Graduate, and Postgraduate studies. Guided by the vision of its founder and strengthened by decades of service, the university continues its mission of empowering Filipinos through education, proving that a truly Filipino university is one that remains committed to community, excellence, and nation-building.
